What is the TALHO CDN Library?
The TALHO CDN Library, or Content Distribution Network Library, is an on-line library of available videos. These videos are on-demand (or VOD, Video-on-Demand) because you don't need to tune in at a particular time to watch them. They're ready when you're ready.
What types of videos are available to watch?
We provide videos that will be interesting to those at Local Health Departments. The majority of the video content that is available has come from user requests.
How can I request a video to be placed in the Library?
In order to make the best use of this service, the content must be of interest to multiple health departments in order to be placed on-line. We'll need a few pieces of information in order to put your video on-line. We'll need to know when, where and how to obtain the video, and who the copyright holder is. We'll need to ensure that we are authorized to place the video on-line for viewing, and that it doesn't violate any copyright or other laws. If you want to record a video and provide it to us, please make sure it is recorded onto a new VHS tape on a VCR that has recently had a head cleaning tape run through it. We can accept almost any form of media: VHS, DVD, CD, etc. When you're ready to request a video, please contact Jason Phipps.
Can you record a new presentation, such as from a conference room meeting, to be placed in the Library?
While TALHO currently does not provide these recording services, but we can take a recorded video and place that content on-line.
Can you place web meetings on-line, such as those conducted via WebEx?
Web meetings are typically audio-only with associated graphics but no video. The audio will not be synchronized to the graphics, and as such it provides for a rather poor experience after-the-fact. Because of this, we have no plans to put any web meetings online.
How many videos can be on-line and available at one time?
The number of videos that we can offer on-line is based largely upon the duration of the videos and the amount of storage space available. Videos are stored on-site at most (but not all) Local Health Departments. There are two different models of storage devices. The smaller device can store 75 hours of video, whereas the larger device can store 300 hours.
What do I need to do in order to be able to access the TALHO CDN Library?
You will need to install software in order to access the CDN Library, and you will also need to be connected to the Health Alert Network (either directly, or via a firewall/NAT/VPN, but not through the Internet). The software installation will provide you all the instructions you need to install and access the CDN Library. Click HERE to install the software.
The software installation process told me that it couldn't install the software. What do I do?
If you were unable to install the software, it's most often due to you not having "Administrative Rights" on your computer. You will need to contact your local IT support and tell them you need to have "the ability to install software onto your computer".
I installed the software. What do I do now?
If the software installation was sucessful, you will have the TALHO CDN icon located on your desktop. Simply double-click this icon from your desktop to access the CDN Library.

I hear audio but I don't see any video. How can I fix this?
The audio and video is intertwined as it is sent from the server, so the problem needs to be fixed at your computer. If you did not already run the
TALHO CDN Library software installation, do so now. The website is: http://www.talho.org/WindowsMedia_step1.htm. If this has already been done, then you will need to update your video card driver software. If you're using a Dell, you can easily do this by visiting Dell's website, entering your Service Tag (from the bottom or back of your computer), and navigating to the video driver download section. Contact your local IT support for further assistance.
I see video but I don't hear any audio. How can I fix this?
Check to make sure your volume is not muted, the volume is up, and well as the cables and volume level on any external speakers.
Can I make the video larger?
The video can be made larger or full screen, but quality will be reduced. To do this, start playing your selection, then right-click in the video window and select Zoom. You will have the option of making the video 200% or Full Screen. If you choose Full Screen, you can return to normal size by pressing ESC.
Can I use a projector to show the video to a group of people?
Some video card drivers have difficulty sending video out of a PC's VGA output connector. Also, some projectors do not display moving video well. Test this setup ahead of time to ensure that it will work before you need to depend upon it. Computers with direct video output, such as laptops with composite cable output connectors, tend to work much better.
