Tasks and Responsibilities:

Administrative

  • Responsible for overall recruitment, hiring, and supervision of HCPHES Environmental Public Health Division employees. 
  • Prepares EPH Division annual budget and provides primary fiscal oversight for EPH Division general funds and grant funds. 
  • Serves as a member of the HCPHES executive team; actively participates in department-wide strategic planning and implementation activities as well as in developing departmental budgetary priorities.

Programmatic
The HCPHES EPH Division has a broad range of operational activities, including field operations (e.g. monitoring, inspection, sampling, etc.), regulatory activities (issuing permits, implementing appropriate sanctions and penalties, etc.), and laboratory testing activities.  In addition the EPH Division conducts robust emergency response activities to meet the challenges of naturally-occurring or intentional environmental public health emergencies.  The incumbent:

  • Develops and implements strategies that: (a) prevent/minimize human exposure to a variety of environmental hazards to human health (e.g. foodborne and waterborne infectious agents, occupational hazards); and (b) eliminate/reduce the emission of pollutants into the environment (e.g. air contaminants, water contaminants, solid waste) to reduce the potential for adverse health impacts from environmental conditions. 
  • Assures that all pertinent federal, state, and local laws and rules are interpreted and applied appropriately.  Develops and maintains effective working relationships with relevant local, state and federal agencies.  Participates collaboratively in enforcement/compliance activities involving multiple jurisdictions.

Policy

  • Works collaboratively with the Director of the HCPHES Office of Policy and Planning to monitor, analyze, and develop departmental response to local, state and federal environmental legislative and regulatory initiatives.
  • Identifies any need for changes to public health laws and rules and acts as an advocate for those changes through appropriate channels.

Other

  • Conducts presentations to professionals and to the general public.
  • The incumbent may be assigned to a variety of posts within an Incident/Unified Command Structure during departmental responses to public health emergencies.
  • The incumbent may be called upon to respond to media inquiries and requests for interviews relevant to public health activities/issues, in accordance with HCPHES policies.
  • The incumbent will perform other tasks as required.

Supervisory Responsibilities (Titles of three highest level subordinates):

The Director of the HCPHES EPH Division directly supervisors one Senior Manager for Program Policy And Planning, 5 Managers for field, regulatory and lab operations, and one Manager for support services.

 

 

UPON ENTRY TO THIS POSITION, AN EMPLOYEE NEEDS THE FOLLOWING KNOWLEDGE, SKILLS, AND ABILITIES IN ORDER TO PERFORM THE JOB FUNCTIONS IN A SATISFACTORY MANNER:

EDUCATIONAL REQUIREMENTS:

  • A Bachelor’s degree in environmental science, environmental health, environmental engineering, chemistry, physics, biology, or related field is required. 
  • A Master’s degree in Environmental Engineering, Environmental Science, Pollution Control, Food Safety, Public Health, or a related field is desirable.  
  • An undergraduate or graduate degree in an unrelated field plus eight years of directly relevant experience may be given consideration in lieu of a degree in a related field.

LICENSE(S) AND/OR CERTIFICATION(S) REQUIRED:

EXPERIENCE REQUIREMENTS: (Amount and Type)

  • Must have at least five years occupational experience in pollution control and/or environmental health activities.
  • Must have at least five years experience supervising professional staff in relevant fields.
  • Experience working in a regulatory or public health agency is a strong plus.

COMPUTER PROFICIENCY: (Be specific as to the amount and type of software and/or hardware knowledge required and the proficiency level of skills required, i.e., basic, intermediate, or advanced)
Proficient use of computer software for email communication, budget management, and database retrieval.  

SPECIAL SKILLS AND/OR ABILITIES:
Most have solid understanding of scientific and policy principles and practice related to environmental health and pollution control.  Broad-based knowledge of applicable environmental and health laws and regulations (local, state, and federal) is a plus.  Must be well organized and have the leadership skills to direct and manage multiple programs across several disciplines.  Must maintain effective working relationships and be able to effectively communicate environmental issues verbally and in writing with HCPHES staff, the general public, policymakers and the media.

PHYSICAL REQUIREMENTS:(if any)
The incumbent may be required to work long hours (and possible oversight stays) during industrial-facility upsets, environmental disasters such as floods or hurricanes, or other public health emergencies.

The Executive Director will provide supervision and guidance, however, the incumbent will have broad latitude to make decisions related to job responsibilities.  The incumbent will be expected to exercise sound judgment and to work collaboratively with colleagues to accomplish mission objectives.
